Strategy Analysis in Responding to the United Nations Framework Convention on Climate Change

The work tasks of this project have been completed smoothly, for examples: participating the 22th and 23th subsidiary body meetings (SBI and SBSTA), on behalf of ITRI, WBCSD and IETA, assisting Taiwan EPA to invite relevant experts and organizations to participate COP11/MOP1, organizing bilateral meetings with diplomatic relation countries, Brazilian delegation, IEA, IETA and CCX, seeking related greenhouse gas reduction cooperating opportunities with important international organizations, reporting implementation of national greenhouse gas reduction and inventory experiences in IETA side event during the conference, which help the world to understand the works that Taiwan have done for the greenhouse gas reduction. This project also included completion of Chinese and English version of brochures and CDs, three issues of theme reports and eight issues of electric news, as well as updating the relevant web sites, ITRI assisted Taiwan EPA to organize World Environmental Day ‘In response to Kyoto Protocol conference and exhibition’, inviting British Council to exhibit ‘Zero Carbon City’ during World Environmental Day, elaborating the impact of climate change and discussion on the role of a city should be. This exhibition had 21 stands and 442 persons attended this event, in which including 82 students from primary and secondary schools. Apart from that, ITRI invited CDM EB to Taiwan and participating ‘Carbon trading market in post Kyoto Protocol period’ conference. ITRI also joined the Methane to Markets Project Network and applying for observer from Carbon Sequestration Leadership Forum, as well as looking for Carbon Sequestration cooperation opportunities. At the same time, ITRI is keeping in touch with international climate change experts on the issues about global energy, post Kyoto Protocol, greenhouse gas reduction, CDM and carbon trading market, energy policies, national greenhouse gas inventory, MARKAL Model, adaptation and reduction technologies. This project also included the discussion on greenhouse gas reduction laws, the proposed measures from each department during the national energy conference and relevant studies on policies. If we set the national greenhouse gas growth rate as OECD countries, using MARKAL-MACRO model to simulate the climate change impacts to economic in the future. As international development is speeding up, more attention is paid to the current situation of carbon market, international energy price etc. Hence, Legalizations on ‘Greenhouse gas reduction promotion project’ and ‘Greenhouse gas reduction law’ should be speeded up. For the benefit of the whole nation, fulfilling the demands of society, economic, environment and sustainable development. National related departments and research institutes need to set up the methods and index that is related to UNFCCC for vulnerability and impact assessments, and set up the suitable strategy in order to reduce the impacts from climate change. We should consider implementation and localization on national greenhouse gas inventory and industrial reporting database as well as studying the methodologies from other countries, in order to carry out industrial greenhouse gas reporting and registration system, implementations on national emission trading and CDM. Meanwhile, we should still move forward on national carbon reduction projects, afforestation project and education on the importance of the forest. The ways of public consumption and living condition should be changed, as well as implementations on greenhouse gas reduction, energy management and carbon sink in normal life. Under the framework of ‘Dialogue on long-term cooperative action to address climate change by enhancing implementation of the Convention’, as well as looking for multilateral cooperation opportunities in terms of global, non binding and non lose. In order to lower the cost of work in response to greenhouse gas reduction, we should consider development on more effective and cheaper reduction technologies. We should also consider reinforcement on the research on climate change and implementation development of green products.
